Duties and Key Responsibilities
- Overview and assess the work of GSU Officer Trustees in accordance with the Articles
- Review GSU Officers in line with expectation as defined within:
- Role description at point of election
- Campaign objectives The Big Priority
- Responsiveness to the Student Voice
- Receive and scrutinise evidence of GSU Officer activity
- Ensure that every Officer is performing adequately in their role, providing support and suggestions for improvement.
- Act as a critical friend to support GSU Officer plans, by sometimes recommending alternative or additional courses of action.
- Receive details, where relevant, of GSU Officers campaigns expenditure
- Determine whether any further action is needed to improve GSU Officer performance for the benefit of the student membership
- Further action should be given within a reasoned recommendation, identifying intended outcomes
The Scrutiny Panel may hear cases from students and/or student petitions, and make appropriate judgements and/or referrals on to next steps, these may include:
- Recommendations for improvements
- Enhanced actions relating to student outreach
- Recommended additional methods of reporting to students
- Referral to Assembly to pass a motion for a no-confidence referenda
- Referral of issues and/or investigation to Trustee Board
- Trustee Board discussion and/or vote of confidence Scrutiny Panel determine confidence in the Officer
Membership & Attendance
Scrutiny Panel will be made up of:
- One Student Trustee (Chair)
- One Programme Representative
- One School Network Officer
- One member of the Activities Executive Committee
- One group leader
The Student Trustee and Chair of Scrutiny Panel shall be nominated by Staffing, Governance & Risk Committee following a selection process
- Panel Members will be randomly selected from the Expression of Interest form distributed to all student representatives
- If there is no Expression of Interest from a specified group above, a Representative shall be chosen from the Expression of Interest with the closest role alignment and relevance
- Panellists shall be reimbursed for their time (£10.42p/h) at scheduled or extraordinary Scrutiny panels, and may claim reasonable travel expenses for the Panel
- Panellists should declare any conflicts of interest (i.e. previously a member of an Officers’ campaign team) ahead of each officer review to the Scrutiny Panel Chair
- Panellists should scrutinise work and evidence presented by Officers by considering the below areas of their GSU Officer Portfolio
